The Administrative body of Harris County Government is the Harris County Commissioners Court. In turn, each of the four county commissioners is charged with maintaining and operating a division of administration and administrative services within its precinct.

Harris County Precinct One Administrative Services are responsible for the operations and management of budgets, payroll, personnel, purchasing, public information systems, and all other services and support functions involving the operations of Precinct One administration. The Commissioner's multi-level staff operates all Precinct One programs with authorized assistance from various county departments, including the functions of the community aides staff who, by design, are housed in Precinct One neighborhood area office sites for better accessibility in assisting residents with county and other local services.

Harris County Precinct One Commissioner's 'Senior Management Group' (SMG) consists of four senior directors charged with the responsibility to make policy and procedural recommendations to the Commissioner and to carry out the missions of Precinct One through a variety of key leadership functions.

David L. Benson, (713.675.0004)
Director of Precinct Programming, has managed precinct programming and special projects for the past 15 years, including oversight of precinct grant-projects. Benson's background and experience in the field of social work provides an excellent resource in the management and development of community programming. He also provides oversight of community aides' program with service delivery to constituents.

Kenneth Calloway, (713.991.6881)
Director of Precinct Operations, a veteran staff member since the beginning of this administration in 1985. His longevity with the precinct and his wealth of experience allows him to ably engage in the areas of community services and constituent relations. Calloway has oversight of park and construction services, precinct judges' procedures and regulations, and facility management.

Judy Springer, (713.991.6881)
Director of Fiscal Services and Policy Development, has 19 years experience in the county's auditing, budget and risk management offices, and the precinct. Springer currently provides oversight of human resources and risk management, roads and bridges, accounting and management information systems, and liaison assignments to various county departments regarding county procedures and policies.

Dorothy M. L. Washington, (713.755.6111)
Director of Executive Administrative Services, has 10 years experience in county government, formerly with Community & Housing Development, and currently in executive administrative services as staff writer, providing oversight of precinct outgoing written material, executive administrative services, downtown office management and court agenda services, including research of constituent-related issues.
